Open™, leader in the development and implementation of BOSS (Business and Operations Support Systems) for Telcos and public utilities companies announced that it is has been chosen by Swedtel, a multinational corporation responsible for the administration and integration of the new multi-services platform of Empresas Municipales de Cali, EMCALI EICE, a multi-services operator, to take active part in the updating process of EMCALI EICE’s new technological and multi-services platform, involving a total of twelve different components.
Empresas Municipales de Cali EMCALI E.I.C.E., the second largest operator of concurrent services in Colombia, has close to 600.000 customers in its Telco unit, providing the services of Local and Long Distance Telephony, carriers, Internet/Data and equipment. Emcali also has presence in the Electric Power distribution and generation markets and having a Waterworks division, manages effluents, both domestic and industrial, sewage and potable water networks.
The new Integrated Technological Platform Project of EMCALI contemplates twelve different components to be integrated by Fundación Parquesoft, by means of a technology transfer agreement encompassing the entire corporation, renewing hardware, software, networks and processes.Open™ will be present with its OpenSmartflex™ which will be the central nucleus of the project due to its direct relationship with customers and end users, income generation and efficiency of the services provided. OpenSmartflex™, represented by the Commercial and Operative Systems of the PTI will improve competitive levels through updated technologies.
Open™’s OpenSmartflex™ will allow for the integration of Emcali’s multiple business units through an Integrated Management Module based on a single database, in support of all customer or end user interactive processes, beginning with the original service request through to billing and customer care, all of which will be managed from a sole customer service center when so requested. Likewise, OpenSmartflex™ allows for single billing for all services provided to each customer or end user. This software solution will improve the management of all of the network processes, improving efficiency and quality of the services offered, both in Telcos and Public Utilities. In this manner OpenSmartflex™ will provide Emcali, with the possibility of a global view of each customer, together with an integrated management of its information, interacting with other systems under Emcali’s PTI.

Emcali’s project, comprising twelve different components, to be integrated under one sole solution, has an important technological complexity. All aspects related to the generation of revenues, customer care and service efficiency, will be tackled in two phases and will run under OpenSmartflex™. The first phase will be oriented towards improving customer care and will cover customer requests, claims and service, improving customer satisfaction through proper customer management. The second phase will link all components related to networking operations such as Telcos, power and water, inventories, maintenance, provisioning, etc.
